Great to be back and back in the saddle. This holiday season has provided some much needed rest for all of us here at FlightTimes. I hope that this year will bring some new sources and and an expanded reader list. AOPA blasts FAA over moored balloon experiment
Dec. 31 — AOPA on Tuesday sent a strongly worded letter to the FAA, opposing a moored balloon experiment near Lancaster, Pennsylvania, and blasting the agency for giving a mere 10 days' notice. Moreover, the comment period on the proposal ends one day after the entire experiment is scheduled to end.
GA Serving America ad campaign teaching public the truth about GA
Dec. 30 — At a time when numerous U.S. cities are demanding temporary flight restrictions because of perceived threats from "small airplanes," and news organizations are adding to the hype, AOPA's efforts to balance the hype with the truth about general aviation is bearing fruit among the non-flying public. Visits to the GA Serving America are up substantially since AOPA began running television ads on the Weather Channel.
"If we want to see fewer security-related flight restrictions — if we want to reduce the unfounded fears that so many in the general public seem to have — then we've got to help those who do not fly understand general aviation," said AOPA President Phil Boyer. "Preaching to the choir is not the best way to spread your message."
Sport Pilot rule within 90 days of final action
Dec. 29 — Over the holidays, the FAA sent the proposed rule to establish the Sport Pilot certificate to the White House Office of Management and Budget (OMB) — the last step before the FAA can issue the rule. Within 90 days, OMB has to rule whether or not the new rule has any negative economic impacts.
"The single greatest benefit for AOPA members in this proposed rule is the driver's license medical requirement," said AOPA Senior Vice President of Government and Technical Affairs Andy Cebula. "It means that pilots who are otherwise healthy but unable to obtain an FAA medical certificate will be able to continue flying."

Proposed Marine Corps MOAs would send civilians in harm's way
Dec. 29 — The U.S. Marine Corps has filed paperwork for two proposed military operations areas (MOAs) that, if established, would compress civilian general aviation pilots flying near North Carolina's Outer Banks into an area that the military considers unsafe for its own pilots.
"If the FAA permits these two MOAs, they will have an unavoidable adverse effect on civil aviation in the Outer Banks area," said AOPA Manager of Air Traffic Heidi Williams. "Besides some obvious safety issues, MOAs that are in constant use, as the Marines envision these, become de facto airspace restrictions for many GA pilots."
FAA to hold field approval training in Alaska
Dec. 29 — The FAA is holding a training session on field approvals and the supplemental type certificate (STC) application process in Wasilla, Alaska, on January 7, 2004. AOPA had requested that additional sessions be held to provide the opportunity for dialog on the impact of policy changes, which went into effect in Alaska on October 1.
AOPA urges pilots to fly smart during the holidays
Dec. 24 — As you fly this holiday season, be security conscious. That's the message from AOPA to general aviation pilots during this period of heightened alert status. "That means more than taking part in ," said Andy Cebula, AOPA senior vice president of Government and Technical Affairs. "Think about how your flight looks to security officials on the ground."
According to news reports, security officials are especially concerned about soft targets of the national infrastructure such as power plants and water supplies. Cessna senior v-p of product engineering Jack Pelton, who had been overseeing the company since Charlie Johnson went on a medical leave of absence this summer, “will continue to handle leadership responsibilities until further notice,” according to Wichita-based Cessna. Johnson, who took over full leadership of Cessna from Russ Meyer in March but who had been on a medical leave of absence since August, suddenly retired last month without ever returning to his post. While Johnson said his health had improved, he conceded that his bout with illness played a part in his decision to retire. Johnson, 60, had been with Cessna for 24 years. When asked if former CEO and current chairman Russ Meyer might take over day-to-day control of the company, a Cessna spokesperson said, “Plans are being developed for 2004 under Pelton’s leadership.”

Laminar Researched announced the release of the new version 7.40 update which is now in the Beta-1 stage.  Read about all the new stuff and updates .  Once the update finalizes X-Plane.Org will offer the update for $15 or you can download the 143 meg file Navigation Data for X-Plane 6.70 and 7.15 and above.

New data is now available for X-Plane 6.70 and also for X-Plane 7.15 and later. This is based upon DAFIF cycle 2003.13 (valid from December 25 2003 - January 21 2004).
This data includes a major addition of detailed airports in Mexico in addition to the regular update of the DAFIF source data. See the log of all the updates at my website.
Separate versions of the data are available for X-Plane 6.70 and for X-Plane 7.15 and later - make sure you get the right one! Go to www.x-plane.org/users/robinp for either version of the data.

 SABCA will update 21 Venezuelan AF F-16's to MLu standard next year , it's not known if the F16's will show up in Belgium or if SABCA mechanics will go to Venezuela.

*A French AF CN-235 crashed on 17 December after a paradrop near Ariège in Southern France killing all 7 on board.
*On Tuesday 9 December at around 12.00Hr two Belgian Air Force F16's crashed at Marche en Flamenne in the Belgian Ardennes , one pilot suffered minor injuries after its ejection from his plane , sadly the other pilot couldn't escape from his aircraft and was found dead in his F16, both planes were on a training mission and were base at Kleine Brogel....
*Hydro Air's B742F ZS-OOS was written off on the 29th November when it landed on a closed runway at Lagos , the aircraft was coming from Brussels with destination Johannesburg , the 9 crewmembers are ok and suffered some minor injuries......

Dust Devil Nationals

The South African Nationals, held at New Tempe Airport, Bloemfontein from Boxing Day and named the Dust Devil 2003, ended yesterday with two South African’s taking the leading places. John McLauchian (Ventus CM) won the Open Class with 4935pts and Dolf Pretorius (LS-8) the 15 Metre/Standard Class. The German Sports Team won the Club Class.
Two Danes took 2nd and 3rd places in the Open Class, Natalie Leubben (ASH-25M), 4803pts and Benno Beesten (ASH-26) 4716pts, with two British pilots coming 2nd and 3rd in the 15 Metre/Standard Class – Kim Tipple, 3974pts and Henry Rebbeck, 3889pts, both flying LS-8s. (The results are provisional.)

ICAS Convention The just completed Centennial of Flight Air Show season is always finished with the ICAS Convention, except for this years with Kitty Hawk and the new Hazy Center opening. ICAS was held at the Dallas Wyndham Anatole Hotel from Dec 7-10th. Despite several cancellations during the early part of the season due to military operations in Iraq and unusually rainy weekends throughout the spring, event organizers reported record setting crowds. ICAS convention is not just the end of the airshow season but the first big steps to prepare for the 2004 season. The convention has fun filled activities and some General Sessions with great speakers and also some social gatherings.
This year Rick Soule was presented the ICAS Sword of Excellence, Rich's Incredible Pyro team received the Art School Showmanship Award, and Elmendorf Air Force Base was named the Dick Schram Memorial Community Relations Award. Betty Skelton and Jim Mynning were inducted into the ICAS Foundation Air Show Hall of Fame. They always have a Fan of the year which Steve Holzinger, a 19 year old from Marlton, NJ was named 2003 ICAS Air Show Fan of the Year. Our good friend Ed Shipley was elected to his first three-year term on the ICAS Board of Directors. Duane Cole and his wife came as a surprised visit to the convention hall.
We enjoyed all the people and fans that stopped by the booth and meeting some new ones too. We will be getting our 2004 Air Show Schedule up real soon. Please check back soon!!!!

Happy New Year, Looks Like The Old Year
With the alert level stuck nationwide at Orange, airspace restrictions were imposed in an effort to protect holiday events around the country. Over New York City, a no-fly zone covered a five-nm radius over midtown Manhattan and the Statue of Liberty, from the surface to 18,000 feet, and Temporary Flight Restrictions were imposed over Las Vegas, Hoover Dam, and Chicago. The Department of Homeland Security sent warplanes to patrol the skies above Times Square, Pasadena's Rose Parade, and the Las Vegas Strip. On Monday, adding to the jitters, an errant Mooney wandered down the East River -- violating La Guardia's airspace -- and then flew a circle round Lady Liberty.

The TFRs may help revelers to feel safer, but AOPA prez Phil Boyer says they are unfair to GA pilots. "Security-related TFRs usually single out general aviation aircraft, which have never been used in a terrorist attack," Boyer said yesterday, in a news release. "The restrictions are an additional burden for pilots to carry. AOPA believes they should only be issued based on credible threats -- not on a political need to be seen taking strong measures." AOPA noted that in both New York and Las Vegas, air carrier operations are not restricted from operating in the no-fly zones.
...As Airline Pilots Detained, Foreign Sky Marshals Mandated
Two airline pilots from the Caribbean country of Trinidad and Tobago, flying for BWIA , were detained by the FBI last week after their names reportedly appeared on a TSA "no-fly" list. In a statement, the T&T government said it considered the detention "unwarranted, unjustified and severely damaging, not only to [the pilots'] image and reputation, but also to the national airline BWIA." The two pilots reportedly were held in New York and Miami, and were cleared by the FBI by last weekend, but were not allowed to return home until their names were removed from the list. Meanwhile, on Monday, the Department of Homeland Security decreed that it will require foreign passenger and cargo airlines to carry armed sky marshals on certain flights into the U.S.

Fellow Pilots Tried To Help Doomed Aviator
When New Zealand pilot Kelvin Stark, 58, found himself alone above the Pacific Ocean last week , with fuel-flow problems in the new PAC 750XL single-engine skydiving plane he was ferrying to California, other pilots tried to help, the New Zealand Herald reported Monday. In the dark, overcast night, Stark reached out on 121.5 and found Capt. Steve Jacques, flying a United 767 from Honolulu to Denver, who talked with him for about three hours as Stark tried to troubleshoot the problem. "He had no co-pilot, but at a push of his microphone switch he was getting the support of many others," Jacques told the Herald.

Announcing Opening of the VATSIM Pilot Resource Center

The Pilot Resource Center contains a complete pilot’s guide to VATSIM on-line flying. The first phase of the program focuses on new members and covers a wide range of basic information in one convenient location. The site is structured as a learning center, complete with web-based courses, Acrobat downloads, and an excellent FAQ which will be updated on a regular basis. Over the next two years, VATSIM will expand the Pilot Resource Center (PRC) to include VFR, IFR, and Advanced courses for on-line flying.
Experienced members from every VATSIM Region, including most Divisions, took part in the development and evaluation of the program. Each lesson was reviewed for credibility, applicability, and relevance for on-line flying. I wish to thank each of the volunteers who donated their personal time to see the first phase of the project through completion.

The Everett City Council will vote after the holidays on a New Year's gift for the Boeing Co. - a break in city business and occupation taxes worth an estimated $34 million over 20 years.
The proposal is part of the package of incentives that state and local governments offered Boeing to persuade it to build the 7E7 Dreamliner in Everett.
The deal commits Boeing to building the jet in Everett, in return for incentives including tax breaks, road and runway improvements and help negotiating the state and local permit processes.
Everett now levies a 1% city B&O tax on businesses' gross receipts. The tax is expected to bring in about $11 million in the coming year. That's down 5%, largely because of anticipated drops in deliveries by Boeing, which is by far the city's largest B&O tax payer.
Under the proposal in the 7E7 package, the city would continue to levy the 1% tax on all companies that have less than $6 billion in sales. Boeing, or any other company that eclipses the $6 billion mark, would then pay only a 0.25% tax on sales after that.
The tax break would take effect in 2006, and would not affect the coming year's budget, Stephanson said.
Mayor Stephanson defended the tax break: "The more jets Boeing builds in Everett, the more it will benefit from the tax break, and the more jobs it will create in the community."
"The break could even be an incentive for Boeing to reconsider moving 737 production from Renton to Everett," the mayor said. "We think we've structured it in a way that makes sense."

20 Dec 2003 - Goodrich plant to expand for 737 spoiler assembly
The Goodrich Corporation, based in Charlotte, North Carolina, makes systems to handle aircraft cargo at the Jamestown facility. The factory is expanding to handle assembly work for spoilers on Boeing 737's. And officials say the company is getting about 4 million dollars in state and local funds to expand the plant. Officials say the growth could bring as many as 150 jobs over the next five years. Governor Hoeven says the jobs will pay between $25,000 and $50,000 a year. But Hoeven says the company will have to pay back more than $1.2 million in grant money if it doesn't provide the promised jobs. Goodrich considered sites in Alabama and California before picking Jamestown. The expansion will add about 20,000 square feet to the Jamestown plant.

19 Dec 2003 - Boeing drops lawsuit over 1997 SilkAir crash
SINGAPORE - Boeing Co has dropped a lawsuit against SilkAir and the pilot of the passenger jet that mysteriously crashed in 1997, killing two New Zealanders, after new evidence suggested a mechanical fault, a Singapore newspaper reported this week.
All 104 people aboard SilkAir flight MI185 died - including New Zealanders Duncan Ward, 23, the jet's co-pilot, and Kenneth Wilson, 43, a passenger - when the Boeing 737 nose-dived into a river on Indonesia's Sumatra island on December 19, 1997.
Air traffic controllers received no distress call and Indonesian transport authorities said the wreckage "yielded no evidence to explain the cause of the accident".
Lawyers representing the families of the passengers had argued in a Singapore court two years ago that the aircraft was deliberately put into a nose-dive by the pilot.
Singapore's New Paper this week said that lawyers for SilkAir's insurers said Boeing had dropped its suit against the pilot Captain Tsu Way Ming and the carrier, a unit of Singapore Airlines Ltd, Asia's largest airline by market value.
Boeing had also reached an out-of-court settlement with families of the crash victims, the newspaper reported.
The aircraft maker had previously alleged that pilot action had caused the crash.
But the newspaper said new evidence points to a rudder malfunction, which likely caused the plane to go into a fatal nose dive.
Indonesia's National Transportation Safety Committee said in an earlier crash report that the highly fragmented wreckage "yielded no evidence to explain the cause of the accident".
Most victims' families have accepted a US$200,000 ($313,283.20) compensation deal offered by SilkAir.

I know this notice of our fly-in is a little late but the holidays and all of the trappings have kept me busy the past few weeks. But anyway, mark your calendars for March 10-13, 2004.
For those of you who don’t know and didn’t attend the fly-in in Fairhope this past March, we all enjoyed the area so much we decided to return for this next years fly-in. Fairhope is a beautiful little town on the eastern shore of Mobile Bay. There is much to do and see and also several good restaurants in Fairhope and the area. If all goes as planned the guys will be able to tour the Continental Engine Plant in Mobile. Any of you gals that have been dying to see an engine plant are sure welcome to go along.

This is a no-host gathering so everyone is left on their own to decide on the restaurant of their choice except Saturday evening when everyone will dine together. Hopefully, to be announced when we check in and gather at the hospitality room provided by the hotel.

With 2003 now firmly behind us, this is a time to reflect on some of the past year’s achievements within aviation in Southern Africa. The year marked the end of an era in which 100 years of powered flight was celebrated all over the world in style and the names Wilber and Orville were hot on aviators’ lips.
One reflects on: the magnificent Douglas DC-3/C-47, which has outlived many of the pilots who flew them and is likely to continue in service for another 25 years or more; the Tiger Moth, of which South Africa probably has one of the largest airworthy numbers of aircraft in the world today; then there is the magnificent T6 Harvard that, as a result of this type being in our Air Force as a basic trainer, many examples of this aircraft are in private hands and in better condition than when they were new. There are many more types, which are worthy of mention but will have to wait to be exposed in future magazines.
During the past two years African Pilot has made significant inroads into the Southern African aviation market and has become a most respected aviation journal reflecting the views and interests of general aviation. The South African aviation community is too small to carry aviation journals with a restricted or narrow field of interest, therefore our formula that reflects all aspects of the aviation business is proving to be a winner.
During 2004 African Pilot will develop further editorial features in the commercial, military and training fields of this business. Readers would have noticed that certain aviation companies have received good coverage from African Pilot over the past year. This is largely due to the pro-active manner in which these companies have managed their interaction with our editorial staff and the professional approach they have taken towards the all-important public relations function.
South African aviation is changing more rapidly than some would care to admit and it has become quite clear that certain established aviation companies might not survive the changes that have already taken place. The future of African Aviation is most definitely vested in high quality training, both from within our own country, and seeking the business of countries further afield in Africa, Europe, Middle and Far East. For this reason it is now more important than ever for the South African Civil Aviation Authority to get its act together and become market pro-active.
Past differences, prejudices and political affiliations need to be buried once and for all and as an aviation community we need to move forward in the best interests of all the people of our land. African Pilot will be undertaking a major project this year with the proposed publication of a book on aviation training in South Africa, a subject that is very close to my heart.
The two monthly competitions we run have proved to be very popular as African Pilot gains more readers each month. Our original market research has proved that in order to be successful in this country, an aviation journal needs to be entertaining with quality photography, interesting articles and a good editorial to advertising ratio.
Naturally the advertisements are important. After all, this is how a publisher pays for the high overheads involved in producing a quality product. However, magazines that become saturated with advertising from cover to cover soon loose their appeal to the readers. African Pilot has guaranteed readers and advertisers that we will not exceed the 45% advertising ratio in order to keep publishing a magazine that is at the top of its class. On behalf of our team I wish you a successful and safe year ahead....

POLLY IS IN PORTO ALEGRE arriving there at 17.40 UK time yesterday (Saturday). In the space of a few days Polly has gone from the cold and chill of Ushuaia to the sunny skies and heat of Brazil (+28 C). She was also greeted by the sunny smiles of friends such as Luis, who looked after her at Porto Alegre Airport before. Thinking that this time she would slip into the airport unnoticed, she was amazed to be met once more by a barrage of press and TV cameras.

The last month has been very busy because of the press interest in the Skycar due, in large part, to the celebration surrounding the 100-year anniversary of Wright Brothers’ first flight. As I am sure you noted we have introduced a press up-date on the home page of our web site. We will provide TV show dates, etc as soon as they are finalized.

Two additional shows are to be shown on the Discovery Channel—the first near the beginning of January. The second, which we have seen and is a “Superb show”, is to be shown later in the year. Both times will be posted as they become available.
Stock Market Issues
We are in the process of replacing Richmark Capital Corporation as our market maker. After considerable effort to make this relationship work it is clear that they would prefer that we remain on the Pink Sheets as a means of controlling much of our stock activity. We are being very cautious in finding a replacement, but have some limitations since there has been a large consolidation with the industry and the larger brokerages are not interested in filing the 211 required to be listed except for related business or long-term clients. We are, however, moving in a positive direction.
Market Opportunity
We continue to explore the market for strategic partners and are in contact with three of the four largest aeronautical companies in the world. At one time the four largest companies were all located in the US. Today only one is and it is on the ropes. It is a sad comment that the world’s once leading nation in aviation will be buying most if not all of its commercial planes from a foreign country in the near future.
Skycar Development
The Skycar engine replacement is progressing without any problems but remains a significant task for a number of reasons related to the need to keep the Skycar as light as possible.
1. We have produced our own starter motors that weight 50% less than anything available on the market. This has become more important because where previously we started only four engines and let them start the others by windmilling, we will now be using 8 starters for a number of practical reasons.
2. We are having custom-built water pumps produced from magnesium. These pumps were designed with our help and weight 60% less than anything available on the market.
3. We just received our first custom designed all aluminum radiators. Through our careful analysis and expert contractor construction we have produced a radiator that can dissipate the heat from 200 hp while weighing only 5.7 lbs.
It is still our goal to have the M400 Skycar ready for a press flight near the time we complete the test lake at the Milk Farm (see
