Boyer gives AOPA International a member perspective...

Feb. 26 — AOPA President Phil Boyer is in Brussels, Belgium, this week,
attending an annual Eurocontrol meeting. Eurocontrol is Europe's
international air traffic control organization. Boyer's key mission is
to defend general aviation in the U.S. by defending GA in Europe. In
addition to his role as president of AOPA, Boyer serves as president of
the (IAOPA), a coalition of 60 independent pilot organizations from
around the world.
"Between the powerful new multinational agencies of the European Union
and the FAA's efforts to 'harmonize' U.S. regulations with the rest of
the world, what happens to GA pilots in Europe could have a profound
effect on GA pilots at home," said Boyer. "And because Europe has not
traditionally been GA friendly, we need to use the weight and
credibility of our 400,000+ members to support other GA pilots
worldwide."
FAA to hold meetings on proposed twin Cessna ADs
Feb. 27 — Twin Cessna owners will soon have an opportunity to tell the
FAA what they think about two very expensive airworthiness directives
the agency has proposed. The agency will hold two days of meetings next
week on ADs that could cost owners more than the aircraft is worth and
take years to comply with. AOPA and the Cessna Pilots Association had
pressed the FAA to give owners a chance to be heard.
The other shoe drops Navy wants "permanent TFR" turned into prohibited
area
Feb. 26 — At the U.S. Navy's insistence, the FAA on Thursday formally
proposed turning the Department of Defense (DoD) temporary
flight restriction (TFR) over the Kings Bay Naval Base in Georgia into
prohibited airspace.
"This is a general aviation pilot's worst nightmare and has
questionable security benefits," said AOPA President Phil Boyer. "The
Pentagon is dictating national airspace policy. And it could get worse.
AOPA has learned that the DoD has already submitted requests to turn
the remaining permanent TFRs into prohibited areas."
TSA to hold public meeting on proposed repair station security
regulations
Feb. 25 — With only three days' notice, the Transportation Security
Administration (TSA) has called a public meeting to
gather ideas on how the agency should proceed in regulating foreign and
domestic repair stations. This is the first time that TSA is proposing
to regulate businesses located at general aviation airports. AOPA is
concerned that the congressionally mandated repair station security
measures may eventually become the model for regulating other general
aviation airport businesses.
AOPA raises red flag over Louisiana restricted airspace
Feb. 25 — A planned change to restricted airspace near Alexandria, La.,
will effectively shut down a segment of a low-altitude Victor airway. AOPA
is calling on the FAA and the U.S. Air Force to ensure general
aviation retains access to a vital air route.
AOPA provides significant support to Mass. aerobatic pilots 4 sued by
local residents for aircraft noise — while flying by the rules
Feb. 24 — AOPA on Tuesday provided initial support to four
Massachusetts pilots — all AOPA members — facing a lawsuit filed by a
few residents. The suit alleges that the noise signature from the
aerobatics performed by the pilots caused significant harm; they are
seeking approximately $1 million in damages. The pilots are based at
various airports, some 20 miles from the homes of the litigants.
"This is potentially an issue that could affect all pilots engaged in
any type of air commerce — from a Cub to a 747," said AOPA President
Phil Boyer. "We are fully prepared to take this through the federal
system if necessary. |

EAA Urges SC Members to Back Proposed Avgas
Definition Change...
February 27, 2004 - EAA Government Programs sent an e-Alert to its
South Carolina members and Chapter leaders asking them to contact their
elected representatives to support Senate Bill 822 (S 822), which would
benefit general aviation in that state. The proposal, presently pending
review in the Senate Transportation Committee, proposes to change the
definition of avgas from "avgas for piston-powered aircraft" to
"gasoline and general aviation jet fuel manufactured exclusively for
use in airplanes and sold for such purposes." This change would place
tax revenues on the sale of aviation jet fuels into the state aviation
fund instead of into the state general fund ... ...

February 25, 2004 - EAA recently worked with the Wisconsin Ethanol
Producers to help craft a compromise bill that ensures retail gas
stations continue to inform customers of their use of gasoline with
ethanol additives. State Assembly Bill 675 seeks to remove a
requirement that gas stations label their pumps with the percentage of
ethanol, unless the device dispenses reformulated gasoline at an
airport for use as aircraft fuel. EAA, which holds a series of FAA
supplemental type certificates (STC) that provide the right to allow
aircraft owners to use auto fuels, argued that clear labeling was
needed regarding ethanol in automotive gasolines for flight safety

Safety Board Calls for “Approved” Maintenance
Training, Long Time PAMA Initiative Supported
February 26, 2004 - Today the NTSB published its Conclusions and
Safety Recommendations on their investigation of the Air Midwest Flight
5481 crash in Charlotte, N.C. on January 8, 2003. In their Conclusion,
the Safety Board focused largely on maintenance training and weight and
balance program deficiencies. Most conspicuous among the NTSB’s 21
Safety Recommendations to the Federal Aviation Administration is that
FAA “Require that all 14 CFR Part 121 air carrier maintenance programs
be approved.” This is an issue that PAMA has been working to achieve
for many years and the Safety Board’s action fills in the missing link.

DESIGN NEWS 'ENGINEER OF THE YEAR' AWARD GOES TO LIFT FAN

CHICAGO
(February 26, 2004) - Paul Bevilaqua, chief engineer of Advanced
Development Projects at Lockheed Martin [NYSE:LMT] Aeronautics Co., has
received Design
News magazine's
Engineer of the Year award, the publication's highest honor.
Design News presented the award this week in Chicago
during the National Design Engineering Show.
Bevilaqua played a
leading role in creating the F-35 Joint Strike Fighter concept by
inventing the shaft-driven lift fan and showing how it could be used to
design a family of short-takeoff/vertical landing (STOVL) and
conventional variants of the same aircraft. The counter-rotating fan,
mounted horizontally behind the airplane's cockpit, works automatically
with a vectoring rear engine nozzle to produce unprecedented lifting
force during short takeoffs, vertical landings and hovers. Rolls-Royce,
under contract to Pratt & Whitney, is developing the lift fan for
all future STOVL F-35s.
"The lift fan is a
revolutionary leap in propulsion technology that will enable aircraft
to do what they've never done before - take off and land vertically,
and operate routinely at supersonic speeds," said Tom Burbage, Lockheed
Martin executive vice president and general manager of the F-35 JSF
program. "It's a transformational technology, and Paul Bevilaqua's
contributions to the success of the Lockheed Martin Joint Strike
Fighter program cannot be overstated. He very much deserves this
recognition."
In August 2001, the
lift fan-equipped Lockheed Martin JSF X-35B completed history's first
short takeoff, level supersonic dash and vertical landing in a single
flight. The feat was repeated a week later. On Oct. 26, 2001, the
Lockheed Martin-led JSF team won the competition to develop the F-35
Joint Strike Fighter.
The
F-35 JSF is a stealthy, supersonic multirole fighter designed to
replace a wide range of aging fighter and strike aircraft. Three
variants - conventional takeoff and landing (CTOL), carrier vehicle
(CV) and STOVL - each derived from a common design will ensure that the
F-35 meets the performance needs of the U.S. Air Force, Marine Corps,
Navy and allied defense forces worldwide, while staying within strict
affordability targets.
Lockheed
Martin is developing the F-35 in conjunction with its principal
industrial partners, Northrop Grumman and BAE SYSTEMS. Companies
worldwide are participating in the F-35's
development.
Among the aircraft F-35 will replace are the AV-8B Harrier, A-10, F-16,
F/A-18 Hornet and United Kingdom's Harrier GR.7 and Sea Harrier.

Italy Rejects Sky Marshals Posted
Sunday, February 29, 2004 by
Italy opposes using armed guards on transatlantic flights, preferring
tough pre-boarding measures instead, the interior minister said in an
interview published on Saturday.
"The best strategy for us is to concentrate all of our energies on
pre-boarding controls," Giuseppe Pisanu told la Repubblica daily
following US calls for the introduction of so-called sky marshals on
some flights.
"A figure like the sky marshal would require... extraordinary training
and capabilities. The number of specialists that could be prepared
would be reduced and wouldn't allow us to cover all the flights," he
added.
The United States has tried to convince skeptical European Union
countries of the need for armed guards on selected flights, but the
requests have sparked criticism from some members worried about the
risk to passengers of guns on board.
Last month, the European Commission transport spokesman said most EU
countries were undecided or not in favor, with only France and Britain
ready to accept sky marshals in some cases.
Pisanu said on Saturday that measures like tougher controls were
already ensuring greater safety on Italian flights. He cited better
controls of personal identification papers, baggage, pre-boarding
security checks and the installation of barriers to the pilots' cabins.
"Naturally, if there were no other alternatives we also would adopt the
use of sky marshals, but we will continue to focus on prevention," he
added.
In December and January several Air France and British Airways flights
were cancelled after security alerts, decisions which Pisanu said were
"justified" given the information available.
SAA Hopes To Join Star Alliance

South African Airways hopes to join the Star Alliance to improve its
international network and benefit from the 15-member alliance's buying
power, South Africa's Sunday Times reported.
The report quoted sources at the airline as saying the Star Alliance
had yet to agree to SAA joining, but said that decision was regarded as
a formality.
The Star Alliance was the biggest of the global airline alliances in
2002 by market share, distance flown and number of passengers.
Members include United Airlines, Lufthansa, Singapore Airlines, Air
Canada and SAS. |

megabytes!), I suggest you to use a download utility like GetRight if

it to a directory of your choice. Execute the unzipped file and follow

(EC-IPF) and will have a Belgian registration OO-TUI.

Peer Involvement.
In a letter to the editor of Aviation Week & Space Technology this
week, an
A320 pilot took responsibility for landing the aircraft with the parking
brake on. Damage resulted but, "It could have been much worse." His
reason
for this public acknowledgement of personal error is his desire to
locate
the crew of another A320 that made the same mistake, hoping that further
information will be helpful, both to this accident's investigation and
to
the industry.
It takes courage, and a good deal of self confidence, to make this type
of
public disclosure. But this desire to interact with colleagues expands
the
possibility of benefits to the aviation community. Of course, the
situation
described is a bit unusual since personal interaction normally occurs in
private settings.
Our June 25, 2003 mailing was titled "Peer Influence" and made
reference to
the Icarus Committee report that is posted in Archives. It
states, "Peer
influence is a powerful tool ...," one that can have a real impact on
behavior and decision making. Unfortunately, in this busy world the
chances
for interpersonal contact seem fewer and fewer.
We have our own community at Aviation.Org, and the opportunity exists
for
greater peer involvement. Personal circumstances and experiences vary
considerably--e.g., international makeup; student pilots to ATPs with
multiple hours. The collective knowledge and flight experience is
considerable, and we have the ability to tap this resource. That's the
basic
concept behind the forum we call the Ready Room. Topics can and will
change,
and suggestions are always welcome. Topics needn't be formal reports; a
personal experience may well stimulate an interesting discussion.

the International Gliding Commission's Membership Committee. He
presented this table, showing membership figures over
the last 12 years up to the end of 2003, at the IGC meeting which ended
in Lausanne, Switzerland, last night.
News Of Taurus
February 27 2004
The Pipistrel factory are taking orders for Taurus, a two-seater
ultralight motorglider. It's an interesting project. After the success
of their Sinus motorglider they decided to produce the Taurus using the
same wings and tail, but changing the cockpit to increase the
visibility and reduce the drag. Initially it’s being produced as an
ultralight motorglider with the engine behind the seats and retractable
wheels and propeller.
This will keep the costs down, make it quick to complete and it is
hoped give a 1:40 glide ratio. Later they plan to redesign the wings.
Already the prospects look good with a dozen confirmed orders. The
aircraft is designed in Slovenia and it is hoped it will have its
maiden flight in April 2005.

experimental figurehead during spacewalk

of 26/27 February the ISS Expedition 8 crew of Alexander Kaleri and

Controller
Linked To Crash Murdered...
On Tuesday, an air traffic controller who worked for Skyguide, the
Swiss airspace agency, was stabbed to death in his home in Kloten, near
Zurich. The victim had been the sole controller on duty in July 2002
when two airplanes collided in Swiss airspace over Lake Constance,
killing 71 people, many of them Russian schoolchildren. He was a
36-year-old Danish citizen, a father of three, and was never publicly
identified in connection with the crash. Police said a dark-haired man
in his 50s rang the doorbell at the controller's home. When the
controller answered the door, a fierce and brief argument ensued. The
controller was stabbed and the attacker escaped on foot. Yesterday,
some news reports said the police think the suspect is the father of
one of the schoolchildren who died.
...As Midair Investigation Continues
Yesterday, Skyguide scaled back flights by 40 percent in Zurich
airspace, to help ensure security and out of consideration for its
workers. A quarter of Skyguide's Zurich staff did not report for work.
Skyguide had been heavily criticized in the wake of the midair
collision. Investigators found that only one controller was on duty
while his colleague took a break, a collision-alert system was down for
maintenance, and a phone warning from German controllers never get
through. The Russian pilot of a Bashkirian Airlines Tu-154 was told by
the controller to descend, although his onboard anti-collision system
was telling him to climb. The pilot obeyed the controller and
descended, colliding with the DHL cargo plane, a Boeing 757.
Flying For Freedom, Or Personal Politics...
It was eight years ago Tuesday that two unarmed civilian Cessna 337
Skymasters were shot down by Cuban MiGs, killing four Miami-based
pilots as they searched for rafters fleeing from the island. To
commemorate that anniversary, Jose Basulto, founder of Brothers
to the Rescue , is planning to fly into international airspace
near Havana and drop one million leaflets that he hopes will drift over
Cuba. Flying conditions this week have not been favorable, Basulto told
yesterday, but he is ready to go when the winds are right. He doesn't
know exactly when that will be, and if he did know, he wouldn't tell in
advance of the flight, he said.
...As Vietnamese "Freedom" Pilot Waits In
Jail...
Another pilot who supported the efforts of Cuban exiles is now serving
a seven-year sentence in a Thai prison, convicted of hijacking an
airplane to drop anti-communist leaflets over Ho Chi Minh City in
November 2000. Ly Tong says he didn't use force against the pilot but
bribed him with $10,000 to relinquish control. Ly has a long history of
anti-communist aerial pamphleteering, and his supporters around the
world say he is a freedom fighter and a hero. In January 2000, he
rented an airplane in Miami and flew over Havana, scattering leaflets
calling for Castro's ouster. In 1992, he took control of a Vietnam
Airlines jetliner that launched in Bangkok and scattered 50,000
leaflets over Ho Chi Minh City, which then was known as Saigon. He
escaped by jumping from the cockpit with a parachute, but was captured
and imprisoned.
...And Africans Fly To Celebrate Freedom
A pair of microlight pilots from South Africa have found another way to
give wings to their ideas. They launched two trikes from Cape Town on
December 17, 2003, to embark on a 50,000-mile flight around the world. "
Freedom Flight is a joint celebration of the first decade of a
democratic South Africa and South Africa's contribution to the
commemoration of the [Centennial]," according to the group's Web site.
Ricky de Agrela and Alan Honeyborne plan to circle the world on their
own with no ground support, taking 18 months to cross 50 countries and
six continents. Monday, the two were in Thailand, and headed north
along the coast of China and Russia.

Poor proficiency in English, the international language of aviation,
contributed to major accidents that cost the lives of over 1,100
passengers and crew between 1976 and 2000, according to the |

A 'New' AirVenture Cup Race Planned For 2004...
February 25, 2004 - Entries are being accepted for aviation's premier
air race for homebuilt aircraft-EAA's AirVenture Cup-and significant
changes are in store for the annual pre-AirVenture Oshkosh event. This
year's race will be a 400-mile "Speed Dash" on July 26, starting from
Dayton, Ohio, Wright Brothers Airport (MGY) to Wittman Regional Airport
(OSH)-from the "Home of the Wright's to the Home of Sport Flight."

... Ryanair Gives New
Meaning to 'no-frills' Experience
The no-frills experience will soon deepen even further for Ryanair
passengers who already have to walk up to 15 minutes from air terminals
to their aircraft because the budget airline does not provide buses.
Window seats will no longer come with shades, and passengers will also
not be able to recline their seats during flights as these will be
non-adjustable. Those who want to put newspapers or passports in the
back pockets of seats can no longer do so as there will be no pockets.
White headrests on seats will be replaced by those that carry
advertisements for things such as soft drinks, coffee, sweets and car
rental companies. Ryanair, which has just become the biggest cut-price
airline in Europe, will save millions of pounds with its new
penny-pinching ideas.
Most of the 150 new Boeing 737-800 aircraft that the airline is buying
between now and 2010 will be delivered without non-essentials such as
window shades, reclining seats and seat pockets.
The absence of seat pockets will not only mean savings of about
£100,000 (US$318,800) on the cost of each aircraft, Ryanair will also
save on cleaning the pockets after each flight. Currently, up to 50
reclining seats have to be repaired by Ryanair on each of its aircraft
every year. By using non-adjustable seats, it hopes to save £1.5
million a year, as well as pay less for aircraft.
As it is, the cost of each aircraft will be reduced by about £200,000
for not having window shades. White cotton headrests also cost the
company about £100,000 a year. The company hopes that this amount and
much more will be recouped by using seats with advertising.

...POLLY
IS IN AUSTRALIA, arriving in Sydney on February 15.
While her aircraft is now undergoing its
annual engineering check ready for the long flight home, Polly has been
catching up with old friends in the Canberra area (she lived here of a
couple of years in the mid 90s). She has done some radio and TV
interviews and had fun visiting pupils at the Arewanga Primary School,
Canberra. The pupils have been following her flight through Shell's
Education website link to this site.
Polly has quite a schedule of events to
attend on her route home, which have been organised by her sponsors.
She has been spending time ensuring her route and timings encompass all
these plans. She has also had to change her route in the Middle East.
Her planned arrival into Bahrain coincides with the Formula 1 Grand
Prix as a result of which she has not been able to obtain permission to
land there. She will,therefore, be routing via Dubai instead.
